The mission of the Promotion Network and Technology Entrepreneurship Programme in the Norte Region is:

- Boost the culture of entrepreneurship;
- Support and stimulate the creation of companies;
- Support the competitive and sustained growth of emerging companies;

Strategic goals
The strategic goals of the Promotion Network and Technology Entrepreneurship Programme in the Norte Region are:
- Nurture entrepreneurs, researchers and managers capable of creating and developing
companies with strong growth potential;
- Promote the transformation of the knowledge generated by the scientific community into
technological development and innovation with strong potential to create value;
- Promote inclusion and social entrepreneurship through the promotion of own-initiative companies;
- Stimulate the creation and maintenance of companies, promoting actions aimed at granting integrated and qualified support;
- Promote technological and organisational innovation as well as management and marketing practices;
- Promote and disseminate industrial property.

Network Model
The model that is intended to be implemented is one that will operate as a network of cooperation and liaison; it will have specific stages and goals, as well as using and maximising existing physical structures and available resources.
Therefore, in this network model, PortusPark highlights its role as organiser and provider of network services, providing a level of regional integration, both through its own constitution, associating a relevant set of agents, and through the development and consolidation of the Network of Science and Technology Parks and Technology-Based Incubators in the Norte region.
The units that make up the network synergistically leverage their infrastructures and equipment, and in this context their services, finding possibilities that they would not have found on their own.
